Leadership position responsible for effectively managing operations and activities of an assigned library location; participates in system-wide planning and projects; actively engages the community and ensures service aligns with local residents’ needs; oversees collection; interacts with and provides direct library services to customers.

Required qualifications: MLS or MLIS, at least five (5) years management and three (3) years supervisory experience in public library services, including demonstrated ability to implement strategic library objectives with measurable outcomes, work with elected officials and government, effectively supervise and motivate staff, and develop and maintain positive relationships with community.
Preferred qualifications: Bilingual fluency in English and one or more of these languages: Spanish, Korean, Russian, Chinese
Pay Grade: 136s, $4,970 - $6,679 monthly. FLSA Exempt, Management (not union-represented) position.

Job Description
Manages, coordinates and facilitates branch operations including public services, circulation, branch collections, reference, youth services, library programming, community relations, and building/facility management functions. Acts as management’s principal in house representative at the branches in which they are assigned. Is an integral member of the management team in evaluating the delivery of services at the branch level, allocating personnel to the service delivery at the branch(s) and initiating building and facility functions. Interacts with and provides direct library services to customers; develops and delivers library services and programming; serves as a representative of the Library within the local community, government and Friends group as well as directs and facilitates other staff members’ engagement in the community.
Supervisory Relationships:
Reports to the Branch Experience Director; supervises professional, subordinate supervisory, para-professional and library support personnel.
Essential Functions:

- Ensures the delivery of high-quality, customer-focused services; assists in ensuring the Library’s services appropriately meet the needs of the community.
- Acts as management’s principal representative at the assigned branch for all branch functions; serves as a liaison between branch employees and administrative personnel.
- Participates with management in the development, implementation, and administration of system-wide projects, plans, policies, and procedures; and assures the library meets specific branch goals, priorities and levels of service.
- Responsible for the branch library achieving public services goals, priorities, and levels of service. Consults with Library Management regarding how best to achieve goals, priorities and service and how best to allocate branch resources.
- Reviews and evaluates branch policies and procedures; recommends and implements changes necessary to improve operational efficiency and/or service delivery.
- Analyzes individual branch service requirements and provides recommendations in relation to equipment, facilities, and/or staffing.
- Hires, trains, supervises, disciplines, and evaluates the performance of assigned personnel; ensures staff compliance with Library and departmental policies, procedures, and service standards and assists management in forming and communicating those policies as they relate to the assigned branch.
- Oversees the maintenance and development of branch library collections; ensures collection materials appropriately meet the needs of branch customers; coordinates with collection services personnel.
- Responds to inquiries and provides direct service to library customers; interprets and explains the Library’s policies to customers; addresses and resolves customer complaints.
- Performs reference and readers’ advisory services.
- Instructs customers in the use of the Library’s equipment, computers, website, and databases.
- Plans, develops, and delivers library programming and presentations.
- Promotes and educates the public regarding the Library’s services, programs, and materials.
- Supports, coaches, and provides guidance to Friends Groups of assigned branch library.
- Serves as a representative of the Library to community groups and outside agencies; attends and participates in community events; serves on committees as assigned.
- Establishes and maintains relationships with community groups, outside agencies, and local government.
- Demonstrates punctuality and regular and consistent attendance.
- Brings matters of public concern regarding waste, inefficiency, corruption, discrimination, and safety to the attention of Library Management.
- Accurately communicates the Library’s policies to members of the public in all job-related contacts.
- Positively reflects Pierce County Library System’s mission, vision, and values to members of the public and to staff.
- Performs other duties as assigned or required.
Required Knowledge of:
- Public library operations, programs, and services.
- Current trends and developments in the field of public library operations.
- Branch Services policies, procedures, and service standards.
- Reference, readers’ advisory, and circulation processes.
- Collection maintenance and development principles.
- Community relations, outreach principles, and the allocation of Library resources and personnel in the branch environment to meet community and service demands.
- Automated library systems and databases.
- Management principles, practices, and methods, including union relations and the evaluation, utilization and motivation of professional library staff.
- Computers and Windows-based software.
- Customer service standards and protocols.
- Evaluation of service delivery models and system improvement practices.
Required Skill in:
- Overseeing and directing the daily operations of assigned branch library.
- Facilitating the delivery of high-quality, customer-focused library services to customers.
- Participating in the development and implementation of library plans and policies.
- Assessing branch and community requirements for library services.
- Overseeing and participating in the maintenance and development of branch collections.

Minimum Qualifications:
- Master’s Degree in Library Science (MLS/MLIS) required, and
- Five years librarian experience, including three years supervisory experience; OR
- Any combination of education and experience which would provide the required knowledge and skills and allows successful performance of the job.
Licenses, Certifications, and Special Requirements:
- State of Washington Librarian Certification is required.
- A valid Washington State Driver’s License is required.
- Must pass local police and Washington State Adult/Child Abuse records check prior to hire.
- The ability to work evenings and weekends on a rotating schedule and to adapt to schedule changes on short notice is required.
Working Environment and Physical Requirements:
- Work is performed in a library environment and involves regular contact with the public.
- Subject to sitting for extended periods of time, standing, walking, bending, reaching, climbing ladders/stepstools, and lifting of objects weighing up to 30 - 35 pounds.
- Must be able to lift and carry library materials and push/pull loaded carts.
