Position: LIBRARY DIVISION MANAGER – READERS SERVICES
Salary: $5,513-$7,388 per month plus excellent benefits

General Statement of Duties:
Tigard Public Library is a thriving, forward-thinking work place. We serve the community by promoting reading and providing access to materials in all formats. The library fosters lifelong learning and provides an array of programs and services to encourage the development of well-rounded citizens. Our staff is dedicated, competent and customer-service based. This is a Division Manager position responsible for managing, directing and organizing activities in the Readers Services Division, including supervising assigned professional, technical and support staff. This position also provides highly complex staff assistance to the Director of Library Services. Duties include, but are not limited to the following:
- Manage, direct and organize division activities within the Readers Services Department.
- Recommend goals and objectives; assist in the development of policies and procedures.
- Direct, oversee and participate in the development of the Readers Services work plan; assign work activities, projects and programs; schedule division staff utilizing scheduling software; monitor work flow; develop and implement policies and procedures; review and evaluate work products, methods and procedures.
- Conduct staff meetings; communicate changes in library policies, procedures and activities.
- Act as liaison between the library and patrons, community and school groups, other City departments, other jurisdictions and libraries to solve problems, respond to inquiries, provide services or information; represent the City on various committees relating to library issues and concerns.
- Research and compile reports and statistics; make recommendations based on research.
- Monitor developing technology which has potential for information delivery; recommend those portions which would enhance library services.
- Develop and implement marketing strategies; supervise library displays; participate in library outreach programs.
- Prepare Division budget; assist in budget implementation; participate in financial forecasting; administer the approved budget.
- Recommend the appointment of personnel; analyze training needs; provide or coordinate staff training; evaluate employee performance; work with employees to correct deficiencies; implement discipline.
- Perform related duties as assigned.
Knowledge, Skills and Abilities: Knowledge of principles, practices and philosophy of library administration; customer service philosophy and techniques; knowledge of promotional and public relations techniques; knowledge of fiscal management practices and procedures; knowledge of the principles and practices of supervision, training, evaluation, communication and human resource management. Skill in using electronic media to accomplish work. Ability to organize, direct and implement a comprehensive specialized library program; ability to prepare and administer a budget; ability to supervise, evaluate, and train staff; ability to research information and prepare clear and concise reports; ability to perform the duties of the Director of Library Services as needed; ability to communicate effectively orally and in writing; establish and maintain cooperative working relationships.
Training and Experience: Any combination of training and experience, which would provide the required knowledge, skills, and abilities, is qualifying. A typical way to obtain the required qualifications would be: Equivalent to a Master’s degree from an accredited college or university with major coursework in library science and five (5) years of increasingly responsible professional experience as a librarian, including two (2) years supervisory or management experience
Licenses and Certifications: Possession of a valid driver’s license with a satisfactory driving record.

READERS SERVICES MANAGER
SUPPLEMENTAL QUESTIONS
All candidates for the position of Readers Services Manager are required to respond to the following Supplemental Questions. As excellent written communication skills are needed for this position, your responses will be evaluated for these skills as well as for content. Responses must be submitted with the required City of Tigard application by the deadline stated on the Job Announcement.
- Please describe your experience with, and philosophy of, collection development in the public library setting. Pay particular attention to how you would determine which collections to build, how you would assess current collection, how you would develop and implement a collection development plan, and methods you would employ for soliciting patron input for collection development.
- Give examples of how you have built a strong team and achieved top performance from the individual team members.
