Head - Interlibrary Loan and Document Delivery Services

Among the largest academic research libraries in North America, the University of Washington Libraries has a collection of more than seven million cataloged volumes, an equal number in microform format, more than 50,000 serial titles, and several million items in other formats. Students and faculty recognize the value provided by the Libraries and rank the Libraries as the most important source of information for their work. The Libraries also receives the highest satisfaction rating of any academic service on the surveys of graduating seniors conducted by the Office of Educational Assessment.

INTERLIBRARY LOAN AND DOCUMENT DELIVERY:

Interlibrary Loan and Document Delivery Services is a newly created unit that merges the Health Sciences Interlibrary Loan office with the Interlibrary Loan office that serves other  departments at the University of Washington, excluding the School of Law.  The unit is responsible for interlibrary borrowing and lending, regional consortial borrowing and lending (Summit) and scanning of local print-only resources for UW clients. Based on preliminary ARL rankings for 2008/2009 - the unit ranks #1 in borrowing and #3 in lending among ARL libraries.  The unit has 12 FTE staff in two locations on the Seattle campus.  Interlibrary Loan and Document Delivery Services is an essential element in the Libraries strategy to provide delivery services in support of  the expanded discovery tools provided by WorldCat Local.

THE POSITION:

The Head, Interlibrary Loan and Document Delivery Services reports to the Coordinator for Access Services and is responsible for managing interlibrary borrowing and lending, Summit, and document delivery services.  Manages automated systems related to document access.  Develops consortial agreements with libraries and commercial vendors to improve access to remote resources.  Manages unit in accord with the policies of the University of Washington Libraries and the guidelines and procedures for interlibrary loan service established by appropriate professional groups and networks nationally, regionally, and locally.

SPECIFIC RESPONSIBILITIES AND DUTIES:

* Establishes unit objectives in accordance with user needs and the priorities and objectives of the University Libraries.  Develops long-range and short-range plans and utilizes unit resources to implement these plans.

* Provides overall management of the unit.  Supervises and evaluates staff.
Recommends hiring and termination of staff.  Provides appropriate development opportunities for staff.

* Prepares budget recommendations, reports, studies and surveys as
required.   Monitors budget, suggests fee revisions as needed.

* Assesses Interlibrary Loan service quality.  Monitors user satisfaction and makes changes responsive to user needs. Evaluates costs and benefits of fee-based services and makes recommendations for service changes.

* Evaluates costs and benefits of document processing equipment. Monitors technological developments relating to document processing equipment and software.  Makes recommendations for purchase of new equipment and software.

* Promotes the services of the unit to primary clientele and off-campus users.

* Coordinates activities of the unit with other library units and appropriate campus offices.

* Develops efficient procedures for unit; maintains a manual of policies and procedures, as well as appropriate operating and statistical records.

* Works with other libraries and commercial vendors to enhance document access.  Participates in state and national resource access discussions. Maintains awareness of commercial vendor developments relevant to resource access.

* Manages all activities in support of Orbis-Cascade interlibrary loan activities.  Works closely with Orbis Cascade Alliance libraries to provide efficient access to regional resources.  Participates in ILL ? specific committees  in support of Summit.

* Maintains awareness of both Libraries? system-wide and document access issues.  Fosters understanding and support of library initiatives and programs.

* Manages projects and pilot programs relating to document access.

* Plays an active role in participating in Libraries and unit activities and meetings and communicating effectively with coworkers, supervisors and unit staff.  Is familiar with and understands the Libraries Personal Communication Responsibility Guidelines.

* Assumes other responsibilities as assigned; performs other duties as required.

QUALIFICATIONS:

Required:

* Graduate degree from a program accredited by the American Library Association or an equivalent graduate library science/information studies degree.

* Demonstrated commitment to diversity and understanding of the contributions a diverse workforce brings to the workplace.

* At least two years of successful experience working in an Interlibrary Loan operation in an academic library with a proven track record of innovation and new program implementation.

* Excellent knowledge of issues relating to interlibrary loan and document delivery.

* Experience developing and managing budgets for a large borrowing, lending and document delivery operation in an academic library.

* Experience with interlibrary loan management systems such as Illiad, Clio or Relais.

* Experience with OCLC Interlibrary Loan services.

* Experience with consortial Interlibrary Loan.

Preferred:

* ILL experience in a large academic library

* Experience working with regional and/or national ILL groups

* Experience with WorldCat Navigator

* Experience with Docline

SALARY:  $45,000 minimum.  Starting salary commensurate with qualifications and background.

BENEFITS:  Librarians are academic personnel and participate in the University of Washington Retirement Plan (TIAA-CREF, The Vanguard Group, and/or Fidelity Investments) on a matching basis.  Vacation is accrued at the rate of 24 working days per year; sick leave at the rate of 12 working days per year.  No state or local income tax.
