I should have mentioned that we found a solution to this problem that has
worked rather well.  Our systems technician set the netscape window to
automatically reset to the library homepage after 4 minutes of idling.  A
little notification box appears with a 10 second countdown and an
explanation of what will happen.  If the cancel button isn't clicked, the
screen resets.
Because we are a university, it is assumed that users are over 18 (yes, we
do get younger kids in, but not enough to cause policy to be made) and no
restriction is put on what our patrons view.
