POSITION:       Deputy Director, Support Services

POSITION DESCRIPTION:
Performs senior level administrative and supervisory work managing,
planning and coordinating efficient, cost effective and patron responsive
system wide library services. Oversees the library system's collection
development, acquisitions, cataloging and processing functions.

EXAMPLES OF WORK:
*  Coordinates with others in developing and furthering Spokane Public
Library's mission and identified goals and objectives. Formulates goals
and objectives for support services functions system wide, within the
framework of the library's mission and policies.
* Assesses and analyzes both potential and actual patron-oriented
library/information needs and prepares reports and recommendations to the
Library Director. Reviews management reports prepared by other service
areas for input and recommendations to administration. Formulates,
recommends, implements and
interprets plans, programs, policies, activities and standard procedures
and ensures that they are compatible with other service areas and library
departments.
*  Promotes superior library services via support services staff.
Motivates and solicits participation of subordinate supervisors,
librarians and staff. Determines service responsibilities and priorities.
Establishes, verifies and evaluates performance objectives. Confers with
and counsels subordinate supervisors and/or
staff and participates in problem solving.
*  Prepares budget documents for the Support Services function.
*  Analyzes and recommends cost effective methods, procedures and
techniques. Analyzes and makes recommendations regarding equipment needs.
*   Participates in planning for and facilitating changes in library
automation, coordinates with other service area managers where
appropriate.
*  Recommends, supervises use of, and operates standard office and special
library equipment, e.g. computers, micro-readers, photocopiers, telefax
machines.
*  Assists the Library Director in the development of a positive
relationship with various agencies and institutions. Coordinates plans and
services with these agencies. Maintains liaison with patrons and/or
community groups.
*  Communicates effectively, preparing and/or presenting oral, written and
statistical reports and/or grants as needed.
*   Interviews, or assists in identifying, prospective service area staff
and makes recommendations concerning new hires. Schedules or approves
schedules to ensure maximum utilization of personnel. Reviews and
appraises the work of appropriate subordinate supervisors and staff.
*  Maintains professional growth by becoming familiar with new
professional and management principles, concepts, methods or techniques,
and current trends through the professional literature and participation
in professional and community organizations and meetings.   
* Serves as a member of the Director's Management Team.
*  Performs other duties and executes other assignments as required by the
Library Director.

KNOWLEDGE, SKILLS, AND ABILITIES:
*  Thorough knowledge of the principles, methods and practice of
librarianship.
*  Thorough knowledge of reference and bibliographic tools as well as
reference techniques and procedures.

*  Broad reading background; thorough knowledge of reader interest levels,
books and authors, and the ability to conduct reader's advisory interviews
and to provide book talks or reviews.

*  Considerable knowledge of policies, trends and economics of publishing
and the book trade and with materials vendors and suppliers.
*  Considerable knowledge of automated systems and their effective
applications to library services and procedures. High level of experience
in the use of computer equipment for information: storage and retrieval. 
*   Significant knowledge of budgetary theory and the ability to monitor
expenditures. 
*  Proven ability to plan, organize and assume responsibility for support
services and the various functions
within it.
*  Demonstrated ability to determine and interpret the general and
specialized needs of the library's diverse public in order to provide or
recommend appropriate access to materials, programs and services. 
*  Demonstrated ability to initiate and manage rapid change in a complex
organizational setting.
*  Ability to listen and communicate effectively in written or oral form;
ability to project a positive image. 
*  Demonstrated evidence of good judgment and professional competence.

MINIMUM EXPERIENCE AND TRAINING:
*  Masters degree in Library Science from an ALA accredited school.
*  Ten years varied and progressively responsible experience in collection
development and acquisitions.
    Management level experience within a metropolitan library is
preferred.
*   Certification by the Washington State Board for the Certification of
Librarians, or the ability to become
certified following employment.

OTHER REQUIREMENTS:
*  Successful applicant must be able to document eligibility for
employment on US Immigration and Naturalization Form 1-9 prior to
beginning employment.
*  A Pre-employment physical, including a drug test, is given to
applicants who have been selected for a position with Spokane Public
Library. The results will beused to indicate if the requirements of the
position can be met by an applicant.
*  May be required to possess, or be able to obtain, a valid first aid
certificate.
*  Must have, or be able to obtain, a valid driver's license.

SUPERVISOR:         Reports to the Library Director

COMPENSATION:
Six step salary range from $49,694 to $61,888. Benefit package includes
medical, dental, life and long term disability insurance; retirement plan;
5 personal leave days, 24 days paid vacation and 13 days sick leave
annually.

BEGINNING DATE: As soon as possible following appointment.
