JUneau Pubic Libraries have done it the Alaskan way, and all three branches are part of something else. The main library is an award winning structure on top of the city-owned Marine Parking Garage right on the waterfront, immediately adjacent to the city park and dock where all the cruiseships dock in summer. Our Douglas branch combines books and firetrucks--the building was designed as a Community Building for both library and firehall. Our Valley branch is presently in a shopping mall rather than part of another city facility, but plans for a new Valley library are centered on a suburban city recreation complex, to include (we hope) an ice rink and/or swimming pool, gym, and library, all adjacent to new city highschool and part of city park on the riverfront.
