Information Technology Manager/Chief Information Officer
Opening Date: October 8, 1997 Closing Date: October 29, 1997
The Washington State Library is eager to find an exceptionally qualified individual with an excellent grasp of informa-
tion service delivery and technology trends; who is an effective team player and who is comfortable in a nonhierarchical
environment. This state agency has deployed a flat, quality-based organization, to pursue exciting initiatives that will
serve legislators, state agencies, libraries of all types, state supported corrections and social services institutions, and
citizens.
SALARY/ $43,200-$60,336 annually, depending on qualifications. Other compensation includes
BENEFITS vacation and sick leave, paid holidays, medical, dental, and life insurance coverage,
plus retirement.
LOCATION Olympia, Washington
POSITION In consultation with the agency*s Executive Management Team, this position will
OBJECTIVE analyze, then provide direction, coordination and integration of agencywide informa-
tion technology resources and initiatives, including the resources of agency teams,
several projects and systems. This position will bring forward recommendations
regarding: 1) organization of the agency*s information Technology resources;
2) technology decisions to assist in implementing the agency*s Strategic Plan and
key strategies for customer service; 3) technology funding or resource allocation issues.
PRINCIPLE Analyzes the agency*s information technology support infrastructure within the context
RESPONSIBILITIES of WSL*s Service Plan, Strategic Plan, current strategic directions and projects. Makes
recommendations to the Executive Management Team (EMT) regarding organization
and use of technology staff and resources for maximum effectiveness in achieving
agency goals. Provides direction, coordination and integration of the agency*s
information technology resources and initiatives, including Information Technology
Support Services Team, Advance Library Technology Team, Government Information
Locator Service Team, the INFOLINK project, INNOPAC circulation system, Public
Library Connectivity Project, WSL*s Homepage, and other information technology
applications within the Library. Coordinates the agency*s strategic and tactical
technology planning efforts in a team-based organization. Facilitates team and agency
efforts to balance competing technology related demands, needs and priorities within
available resources. Collaborates with the EMT members and others in the agency to
monitor the effectiveness of information technology applications within WSL, and
makes recommendations to the EMT and service teams to take advantage of
opportunities offered by new technologies. Cooperatively identifies and recommends
course corrections. Prepares reports and analyses to the EMT and others as requested.

DESIRABLE The successful candidate will have a minimum of a BA degree in computer science,
QUALIFICATIONS engineering, mathematics, business administration or other related fields, AND six
years of experience in information technology management.
In addition, it is desirable that candidates possess knowledge, skills, and abilities in the
following areas:
Demonstrated knowledge and experience with up-to-date information technologies and innovations; system application and techniques; software applications; customer and technology support; data management; telecommunications.
Advanced knowledge and experience with networks, network applications and LAN platforms; data security; information technology planning and implementation; technical support, evaluation and quality assurance of information technology service and products, including hardware, software telecommunications and architecture; development and use of customer assistance desks and workload management; environmental system controls.
Demonstrated ability to successfully develop, implement, manage and evaluate short and long range strategic and tactical plans and projects related to technology applications within an agency or organization.
Demonstrated ability to solve problems collaboratively and constructively with others, through innovative, imaginative, and creative leadership, in support of the agency*s overall mission and goals, toward mutually satisfying solutions. Possesses a high degree of comfort working in a team-based organization with decentralized authority.
Demonstrated strong interpersonal skills to successfully facilitate and coordinate staff efforts in a team environment.
Knowledge of organizational development theories and strategies. Demonstrated ability to conduct organizational and workload planning and analysis and make recommendations compatible with organizational goals.
DESIRABLE, BUT NOT ESSENTIAL:
Familiarity with library or similar information service delivery applications, and uses of technology to provide library or similar services to customers.
